For nearly 40 years, the Southern Sandoval County Arroyo Flood Control Authority (SSCAFCA) has been working to protect homes, businesses, infrastructure and people throughout our communities’ from major flood events and against dangerous erosion. This November, voters in Rio Rancho, Corrales and Bernalillo, west of the Rio Grande will be asked to approve a 30 million bond that will provide critical funding for the upgrade and construction of flood control facilities while protecting watersheds throughout Sandoval County – without raising your taxes!

As good stewards of taxpayer dollars, SSCAFCA has worked to not only protect lives and property, but is also committed to enhancing our quality of life throughout Southern Sandoval County.


Although we live in a dry climate, we experience short-term heavy nrainfall during monsoon season that can be destructive to homes businesses & infrastructure

SSCAFCA Priority Projects

Voter approval of the SSCAFCA bond this November will provide 30 million for the improvement and upgrade of current flood control structures and watersheds as well as new critical flood control projects throughout the district, including:

  • Lower Barrancas Water Quality Facility – Design and construct a storm water detention and water quality facility. This facility will reduce peak flows in the Barrancas arrow and remove sediment, debris and associated contaminants from the storm water before discharging to the Rio Grande.
  • Thermopylae Diversion (Trib D Flood Control Improvements) – Plan, design, and construct a stormwater diversion facility to divert stormwater from multiple tributariies of the Calabacillas Arroyo into the main stem of the Calabacillas Arroyo in order to protect downstream roadway and utility infrastructure.
  • Riparia Pond (19th Ave Dam) – Plan, design, and construct a stormwater detention and quality facility on the Black Arroyo upstream of Unser Blvd to attenuate stormwater flows for protection of downstream infrastructure and to treat stormwater flows coming off of a highly urbanized area in the City of Rio Rancho.
  • Trevino Channel Rehabilitation and Access – Plan, design, and construct improvements to the Trevino channel in Rio Rancho. Improvements to include providing access for maintenance of constructed infrastructure.
  • Montoyas Arroyo Reach Stabilization (Broadmoor Ave to Northern Blvd) – Plan, design, and construct a series of grade control structures and bank protection to stabilize the existing natural arroyo alignment of the Montoyas Arroyo while still maintaining the natural arroyo bottom to allow for stormwater to groundwater infiltration.
  • Honduras Ponds – Plan, design, and construct a series of stormwater detention ponds and related stormdrain to mitigate flooding the in Honduras Road vicinity.
  • Sportsplex Dam outfall rehabilitation – Plan, design, and construct a series of grade control structures and bank protection to stabilize the outfall of the Sportsplex Dam in Rio Rancho, NM.
  • Land acquisition for LEE, QOL, & water resource conservation (250ac) – Purchase vacant property from willing sellers for the purpose of preserving drainage right of way, removing developable property from the lateral erosion envelope, and prevent development encroachment toward arroyos.
  • Mariposa Pond 5 to Patchogue Road crossing channel and road crossing improvements – Design and construct improvements to stabilize the Lisbon Channel, including bank protection, grade control, and access for construction and maintenance.
  • North Hills Stormwater Detention Facility – Design and construct a stormwater diversion and detention facility in North Hills area of Rio Rancho. Facility will protect downstream infrastructure and property from flood events in the Montoyas Arroyo Watershed.
  • Arroyo Maintenance Access and Trail – Outer Loop – To acquire the right-of-way (ROW), design and construct an access pathway for maintenance access to the major arroyo systems and provide a multi-use opportunity for this pathway to be used as a multi-modal trail that connects all five major arroyo systems across the entire jurisdiction. A masterplan of the project has been completed and all necessary ROW has been identified for acquisition.
  • Nightglow Ave Flood Improvements – Plan, design, and construct a combination of stormwater ponding, collection and transmission infrastructure in the Nightglow Ave vicinity in Rio Rancho, NM.
  • Lisbon Channel, Phase IV (Southern Blvd. to Algodones Ct.) – Design and construct improvements to stabilize the Lisbon Channel, including bank protection, grade control, and access for construction and maintenance. Project is shovel ready as plans and specifications have been completed.
  • Star Heights drainage road crossings – Plan, design, and construct enhancements to roadway drainage crossings in the Star Heights neighborhood of Rio Rancho. Project includes enhancements to eight separate crossing locations. Enhancements are designed to accommodate the 100-year storm event.
  • Montoyas Arroyo Reach Stabilization (Broadmoor Ave to Acadia Ct.) – Plan, design, and construct a series of grade control structures and bank protection to stabilize the existing natural arroyo alignment of the Montoyas Arroyo while still maintaining the natural arroyo bottom to allow for stormwater to groundwater infiltration.
  • Aloe Pond design and construction – Plan, design and construct a stormwater detention pond to protect downstream infrastructure and development.
  • Paseo del Volcan Dam (PDV Dam) – Acquire right of way needed per approved plan, design and construct flood control dam at the new City Center for Rio Rancho to protect down stream property from flooding and allow development of the Center.
  • Montoyas Arroyo Reach Stabilization (Northern Blvd to Unser Blvd) – Plan, design, and construct a series of grade control structures and bank protection to stabilize the existing natural arroyo alignment of the Montoyas Arroyo while still maintaining the natural arroyo bottom to allow for stormwater to groundwater infiltration.
  • Lisbon Channel, Phase V (Tarpon to Algodones Ct.) – Design and construct improvements to stabilize the Lisbon Channel, including bank protection, grade control, and access for construction and maintenance. Project is shovel ready as plans and specifications have been completed.

    Electronic Transmission System (ETS) ballots are sent out to Federal qualified elector (FQE) voters.
  • October 10, 2023
    Books close for online and paper voter registration.

    Deadline for Absentee Applications to be received. Applications received after the 3rd will be rejected, even if it is postmarked on the 3rd.
  • November 3, 2023
    Last day county clerks can mail absentee ballots to voters who request them.
  • November 4, 2023
    Last Day of Early Voting.
  • November 7, 2023
    Election Day 7:00 a.m. to 7:00 p.m. Absentee Ballots are due in the clerk’s office no later than 7:00pm
