SSCAFCA is interested in working with property owners along Arroyo de la Barranca from NM528 to Idalia Rd. in Rio Rancho to purchase undeveloped property in the lateral erosion envelope (LEE) of the arroyo. SSCAFCA’s goal is to purchase all the undeveloped property within the LEE.

Property Acquisition
As part of SSCAFCA’s philosophy of arroyo management, when the opportunity presents itself for the agency to purchase natural arroyo systems and/or properties located within or impacted by the LEE, SSCAFCA will reach out to property owners within the LEE and discuss the possibility of acquiring the impacted property.
Please note that our offer to acquire is based entirely on appraised value and not on speculative value.
Lateral Erosion Envelope
Hazards created by the arroyos crossing through our jurisdiction include both flooding and erosion. Flooding is, by far, the better known of these two hazards and is self-explanatory. The lesser known, but equally damaging hazard is erosion. During storm events, stormwater runs down these natural arroyos and will erode the banks of the arroyos laterally, sometimes for significant distances. In order to quantify the erosion hazard, SSCAFCA has developed its Sediment & Erosion Design Guide in order to calculate the Lateral Erosion Envelope (“LEE”).
The City of Rio Rancho regulates development within the LEE (Chapter 152.33 Rio Rancho Municipal Code.)

If Sandoval County records have identified you as the owner of a undeveloped property that is either entirely or partially impacted by the arroyo and/or the LEE along the La Barranca Arroyo system we would like to invite you to a Public Meeting to discuss a possible purchase of your property.
We will be holding a public meeting/open house on January 29th, 2025 from 5pm to 7pm for those interested in meeting with us directly to discuss the proposed acquisition process. The open house will be located at SSCAFCA’s headquarters at 1041 Commercial Dr. SE, Rio Rancho, NM 87124.
